Agenda:

The meeting started with the round introduction of the members and followed by reviewing previous action point:

  1. Review previous action point: Action point from previous meeting were reviewed.
    1. GBV/CP working group shared GBVIMS report from Feb 2019. It was discussed that one month report is not enough to assess the trend of GBV incidents for the first quarter. However, it was reached in consensus that the rapid assessment which has carried out recently by ICCG confirmed that the existence of displacement as a result of the drought and the movement exacerbates the protection risks faced by IDPs.
    1. Regarding to 5W matrix, it was agreed that to use uniform format for all working groups and UNHCR will share the template for working groups so that they circulate among their members and compile and send it to protection Cluster lead.

2.    Sub-cluster update: GBV/CP working group:

It was stated that the GBV/CP working group meeting was held. The gap in service on medical and legal assistance which was left by MDM when they pull out of Bosaso is still not filled.

It was mentioned that the displacement and movement as a result of the drought are causing the increase of protection risks such as SGBV, children dropping out of school etc. Since PSA and KAALO have GBV projects funded by UNHCR for IDPs and refugee and asylum seekers respectively, it was stressed that they start reporting to GBVIMS. It was given a task for the GBV working group to support the organizations on how they can be part of GBVIMS.

It was also reiterated by the cluster lead about the importance of reporting to GBVIMS of all organization who are implementing GBV project in order to have an accurate database which will give information about the GBV trends and can inform possible intervention.

It was highlighted by the members that co –chair of the GBV working group is not implementing any GBV programme in Puntland currently and this might have an impact in coordinating the working group. It was recommended that the GBV working group to discuss further with working group member and nominate other co-chairs who have strong presence, expertise and capacity in GBV.

  • The Case Management Meeting was held and the previous pending cases were discussed.
    • FGM taskforce meeting was held on monthly basis and there was no new urgent cases but the taskforce discussed on increasing community awareness and its impact on prevention and response of GBV.
    • TASS reported that with the support of SHF, conducted in (Bari & Sanag) regions:
      • Community dialogue sessions on child protection including positive parenting given to school teachers and parents in Qandala and buruc in which 75 persons attended.
      • 162 children (99 boys, 63 girls) received psychosocial counseling at school and out of school based in dhanaha, Qandala and Buruc.
      • 75 school girls received dignity kits.
      • 120 students received feeding (dry food) ay school based.
      • It was also reported that the safe house which is being managed by TASS as part of UNICEF children on the move project is going to accommodate unaccompanied and separated minor migrants as well since IOM is supporting the project. An agreement reached with government that minor migrants will be accommodated in the safe house instead of in prison until their voluntary return facilitated by IOM.

HLP Update: NRC on behalf of the HLP working group updated the below;

  • NRC organized information sessions on HLP rights for IDPs through structured group sessions at 6 IDP camp and 238 female and 62 Male ( 300 total ) participated in the session. The IDP settlements where the session carried out are Balade camp settlement, Saylada Holaha, 10 bush, Ajuran A, Lanta Hawada and 100 Bush. The participants made aware about prevention and response against forced eviction.
  • It was also reported that through advocacy NRC secured renewal of land agreement for another 5 years of Shabele A IDP camp settlement in Bossaso and the agreement signed by both land lord and Bossaso mayor. This will prevent forced eviction occurrence.
  • It was highlighted that NRC registered 1,000 households from Shabele A residents for providing individual occupancy certificate. The Mayor signed on all certificates and it will be distributed in June 2019.
  • NRC provided Post eviction cash assistance to 98 HH evicted, each house holds received $150 to cope the eviction trauma. 100 bush camp, Farjanno, Tawakl, Banadir A, Bulo mingis B are camps from those benefited cash assistance.
  • HLPWG made field visit to Bossaso IDP camps and documented all forced eviction incidents.

The PC members discussed on the need of NFI and Emergency shelter kit of the 60 IDPs who forcefully evicted from their home and now they are living in other area.

Durable solution update

UNHCR on behalf of the durable solution working group, highlighted that local integration project in Bosaso is shifted from Reebi village to new land near Bariga Bosaso due to repetitive land issue.

It was mentioned that the new land is about 105 sqm and it was donated by Bosaso Mayor the site demarcation has been completed. In addition, a go and visit also facilitated for the beneficiaries who are selected to benefit from the permanent shelter.

3.    Discussion on alleged planned registration of IDPs.

It was highlighted by the cluster lead that there were reports from IDPs that they were informed by government that registration exercise will be starting soon and they will be issued with identification card up on paying 7 $ per person. It was also mentioned that OCHA also communicated to UNHCR the same information and requested the Protection cluster to follow up and advocate to government against it. All participants confirm they haven’t heard about this news form anyone.

UNHCR stated that a mission is being undertaken by UNHCR Protection officers including the senior protection officer and Bosaso new Associate Protection officer and the team were made aware of the information and they will follow up and seek clarification from government.

UNHCR will share the feedback of the government with cluster members for further follow up  on the matter. It was agreed that if the information is verified, after seeking guidance and advice from Country Protection Cluster Coordinator, the cluster jointly approach government and advocate against the monitory requirement for ID.

4.    The impact of current drought on protection of IDPs

The cluster lead briefed participants on the interagency rapid assessment carried out by ICCG in Bari, Sool, Sanaag and Nugaal region. It was highlighted that the movement people and displacement as a result of drought has an impact on vulnerable group of the society, such as women, children, persons living with disability with chronic illness and older persons. The rapid assessment report also identified areas which affected by drought and identified protection risks faced by IDPs. It was stressed that organizations has drought response activities to ensure they comply with protection mainstreaming and ensure coordination and information sharing done to avoid duplication.

It was agreed that each cluster member to inform the cluster leads when implementing drought response activities so that there will be efficient information sharing and to avoid duplication of humanitarian assistance.
